In HR, and never read a cover letter. If you're looking at resumes all day you're going right to the content of the resume to determine if they relevant experience. Cover letters are useless and I would never write one.

Then what's the point if requiring one? Weed out the people that are too lazy to write on? Everything I'm applying for requires one

Their applicant tracking software probably defaults to requiring a cover letter. Pretty stupid if you ask me. I can't remember having to submit one when applying for jobs.
