Buying a travel trailer with a salvage title ?

so this basically means there was enough damage that it would cost 75% + of the trailers value in order to get the salvage title...

lady says its from a rubbing against a tree and it created a "dent" and does not affect funtionality... says she bought it like that and still has the salvage title...

isn't it illegal to tow/use with just that title ?

could the "dent" just be the part of the major damage that was unrepaired?

the asking price is still good considering what I know at this point, any and all pointers/links would be greatly appreciated, thanks !
