This will be the play by the Biden administration.
States that "resist" will not be eligible to receive the bailout money for programs like this ...states that refuse to participate will be cut off from federal grants and funding for college tuition, Medicare and/or medicaid reimbursement, etc. etc.

No tax hike just fire up the printers. We are running a $3 trillion a year deficit anyway who cares.
