Best CD rate? Stable location?

I saw the other day where you could lock in at 0.5% on a CD with Discover Bank. I know that sounds low, but that’s the best I’ve seen. Just need to put some money in a very stable area. Thoughts?

You don't need to lock in at Discover to get .5%
Their on-line savings account pays the same rate. I just went to my account to confirm.
