Who is going to track the new 4-game and still Red Shirt rule?

Obviously certain players, especially skill players, will have verifiable stats such as catches, rushes, passes etc.
But what about a back-up guard or tackle that plays on the punt team. Other than his parents, who the hell will know how many games he played?
Who is going to scrutinize every play for every team to determine who or who did not play in more than 4 games?
Because we all know coaches would never bend the rules to help their teams win.

There are participation reports for every game....
How is this any different than determining who played in 1 game under the old rule?

Pretty sure there are game logs drafted by officials.

All I'm saying is this just another area that could/might lead to some "errors", especially on the o-line. I am not aware of the "participation report". Is that something provided to the NCAA after each game or is that an internal audit?
