Sorta. That's because the NCAA invites just about anyone to it's basketball party, sort of like the NHL.

A four team playoff would likely preserve the bowls and give the smaller teams something to aim for. Of course, there will be just as much controversy about being #4 vs. #5, and people will say "the playoff system isn't working, we need 8".
