Rules question on Burrow's out-of-bounds run.

So where is the ball spotted? Burrow is running diagonally toward the side line. One foot lands in bounds but close to the side line. Ball then crosses plane of side line but his other foot hasn't touched out of bounds yet.

Since he is running diagonally the ball actually is advanced close to a yard before his other foot hits the ground well out of bounds.

Is the ball spotted where it first crosses the plane, or is it spotted somewhat advanced of that point when that next step hits the ground out of bounds?

It's supposed to be where the ball crosses out of bounds if you're on the way out of bounds.

In other words, if the ball is at the 39 yard line while you're stepping out, but it's at the 40 once you've landed (assuming the ball went out of bounds with you at the 39), the spot should be the 39 yard line.

No. He is very correct.

The ONLY caveat is if a player is running at the pylon, IF he steps in the endzone (in bounds) and the ball goes out of bounds without crossing the pylon the TD is scored. If he steps out of bounds (leg passes across the plane of the goal but ball does not) the ball is marked short of the TD (in accordance with slacksters post)
