Here is a nice article in a Florida paper stating not only was the time addition appropriate but that they should have also give the Tigers 5 yards.
I'm happy when officials enforce this anti-chickenshit rule. Alabama beat LSU in 1999 thanks in part to a defensive lineman lying on top of Josh Booty so long at the 2 that the final 19 seconds ran off the clock.

never spelled out. judgment call. this is an example from the rulebook.
16 RULE 3 / PERIODS, TIME FACTORSAND SUBSTITUTIONS
V. Late in the fourth quarter Team A trails by four points and is driving
for a potential score. After a running play on which the ball carrier is
tackled inbounds, Team B players are obviously and deliberately slow
in letting him get to his feet or otherwise are employing tactics to delay
the officials in making the ball ready for play. RULING: Dead-ball
foul against Team B, delay of game. When the ball is ready for play, the
referee will signal the 25-second clock to start, and the game clock will
start on the snap.

It should have been and Muschamp whined about it in his postgame interview when the officials set the clock back to 10 seconds.
If kicking a ball (vs handing it to a ref) is a delay of game, then so is refusing to get up from a pile. If not, then it could be a way for teams to slow down the HUNH; just hold the guy down long enough to sub some players.

Not only did Penn State not get called for dragging their arse, but we got a penalty called against us for trying to get the ball. double fricked.

Defense doesn't have to hurry to get lined up. They can sit down while the offense runs their play.
What they cannot do is lay on the ball to keep the ref from putting it in play while time is running out.
They should have been penalized five yards for that infraction.

The ref, recognizing that UF was deliberately slow unpiling, called an official timeout at about 00: (as the rules permit them to do in such a situation). Clock operator didn't stop the clock until 00:03. Ref correctly reset the clock to the time at which he had signaled the timeout. He could have called delay on UF, but given that in the circumstance that would have been a judgment call, he probably did the fairest (and most defensible under the rules) thing.
