This is like executing the murderer’s mother instead of the murderer. How is this deterrent?

The players that took the money and the coaches that gave the money get no penalty from the NCAA. Cheaters like Pearl, Scelf, etc. continue to coach. The players taking the money continue to do so at other schools.

Only people hurt are the current players on the roster and fans of that school. And the cheaters involved continue to cheat because at the end of the day the “murderer” is not held accountable.

that would provide a HUGE INCENTIVE for schools to not monitor their coaches' compliance with NCAA rules at all.

Terrible idea.
