Why do you assume Minter will not start... nobody is ahead of him right now?
Minter is a co-equal at first string with Hatcher, which suggests something like a 50-50 chance he'll start as it is.
We had an ineffective OLB last year (Francois) and pretty much all of us (me at any rate) assumed the Hatcher-to-LB move was addressing that. Chavis has a long history of moving safeties to OLB.
Now we find out Francois is still #1 at his position but Hatcher is competing to start at MLB.
I put that all together and it tells me that Chavis is more concerned about Minter than he is about Francois. That's a little scary.

This. I hope it's just a motivation tactic.

we had good reason to believe that, Hatcher himself said that he'd be playing Sam in an interview and a few times on Twitter.

maybe, I hope Minter gets it in gear. I thought Welter was supposed to be somebody they might've given a look to at MLB in the base D before Hatcher. I'd like to see a Hatch-Baker-Barrow Sam-Mike-Will look, but something tells me it'll end up Hatch-Minter-Baker in the base 4-3 by the time the season arrives.

Hatcher can probably cover sideline to sideline better than Minter. I'd expect to see him against speed-option teams.
Minter will get plugged in for obvious rushing downs and teams running a power-i. The problem will be when opponents can identify and exploit the matchup.
