Oh, I think liability is indeed a big part of the problem. Ironically, LSU and similar elite programs could be even more at risk. Think if top NFL prospect plays then gets sick with serious (even long-term) consequences. He could sue for potential lost pro earnings on top of other health-related damages. More at stake in that case. It's almost always about the money.
Let's use Stingley as an hypothetical example because with my admitted cherry picking he's the perfect example...

Stingley is going to the NFL. Period. Even if we didn't play this year. But he would/will still attend classes and be enrolled.

So the situation with long term effects develops from the exact situation because he, a football player, caught Covid as a student, sans 'athlete'.

LSU still has the exact same liability. Nothing changed. Because of the school, a disease, and an NFL career we end up at the exact same place.

Now let me take it a step further...
Knowing that Stingley is NFL bound, and that athletic department could have provided additional protection because of the precautions specifically initiated for athletes that he was denied because of cancellation, keeping in mind LSU kept his athletic scholarship in place, LSU's liability just went UP.

He was denied the extra protection and it affected future earnings. It's addition (of liability) by subtraction (benefits of being an athlete).
