The problem has always been the combo of the NIL plus an unrestricted portal. Contractual obligations could help with some of that.

If you mean more competitive, yes, it's way more competitive. Better as a whole for the sport because it's more entertaining. Bad if you have a crappy coaching staff because that's what's really separating it right now. Those who spend way more than anyone else and coaching. Mostly because everyone is spending so it makes it more competitive. LSU doesn't have money to compete every year. they'll have a window every 3-4 years like this year. If they don't hit it, well, prepare for mediocre football until next window. Maybe LSU should sell themselves to the Saudi Princes.
