I don't have a link. I worked at the Apple store during the Cotton Bowl and all the football players came in to exchange things for other things. They were in big boxes. I was pretty dang jealous. I had no idea there was a prize cap, but that's exactly what they had.

Players are allowed to receive "prizes" from their schools also, separate from the bowl gifts.
