Can someone please explain clearly the recruiting sanctions

I know we lost the 21 days of evaluation but when they say early enrolles i have heard everything from we cant have them to its only that they cant sign the financial aid papers? can someone please explain what the deal is and if it will affect saivion smith?

The recruits cannot sign the aid agreement giving us unlimited access to the recruit but the recruit and still enroll early. Saivion shouldn't be effected at all.

Matt Womack got LSU to violate one of those really nitpicky NCAA rules that honestly makes no sense to me (offering financial aid before he decommited).
