Yes, the city is making tons of money with the $200 fine. Do you realize how many city workers were out there providing support for Chad? Firefighters cutting him out of his vehicle? Cops dealing w/ traffic and conducting investigations?

You forgot to mention that the utility pole he hit and cracked will naturally regenerate itself at no cost to anyone.
