Players can’t transfer inside the conference in the Spring window without sitting out a season. Because of that, no one does it.
If he leaves TN, he’s going to another conference.

Yes. The conferences are able to set up rules for individual governance. That’s not the same as the NCAA making rules for the entire sport.
If the SEC had a blanket in-conference transfer restriction, he might have a case. But the ability to transfer in-conference in the first window and outside of the conference in the Spring doesn’t limit freedom of movement in the way that the blanket NCAA restrictions that have been shot down were. The SEC also has a lot more money available to fight this in court if they feel it’s necessary. They aren’t stretched razor thin the way the NCAA is.
