Think about it. The NCAA under command of Emmert has yet to take no cooperation lightly. USC didnt skate, Auburn is still under heavy investigation, BSU was hit, GT was hit, and UNC was ever so close to being handed a LOIC. Michigan and LSU faired well through perfect compliance with the NCAA.
Take a long look at GT. Their situation is very similar to that of OSU.

That is funny to me because not only the football program, but the whole university, the city of Columbus and it sounds like the whole state was out of control with all the crap the football players were doing.
The residents of Columbus were like Germans in the towns that had concentration camps. They are lucky Major Richard Winters of Easy Company isn't running the NCAA as he would have the them on campus cleaning up the mess.

That's a statement from the NCAA to Ohio State. There is NO LOIC.
Here's a link to the whole goddamned thing so you can read it for yourself. I repeat, the NCAA has stated in their preliminary report that LOIC is not on the table.
Some of you people believe every word the media prints but not a public statement the NCAA has already made.
