This will just lead to the big boys of BCS conferences hiring 3-4 guys and creating a recruiting division specifically focused on gathering data that was purchused in years past.

Once again the NCAA is fvcking nothing more than a bunch of knee-jerk ruhtards. O and this will have a negligible effect on Rivals/Scout if any at all. The payments you're talking about aren't to services like Rivals/Scout.
