So, if you consider Valentine a good bet to be #20, we are left with 5 spots for the following:
(listed in my order of likelihood, which is worth about what you've paid for it)

I'd bet there are 1 or 2 other recruits not on our radar to backfill.
Either that, or the staff is approaching it as they already know they are getting signatures from at least 4 of those first 5 (my guess would be LMFAO, Malachi, Kelly, and Young).
I don't know why I'm confident on Young, though. Other than the fact that Chavis would be his position coach, and has a long history of coaching and developing stud LBs up to the next level, Kevin Minter being the most recent one.

Why aren't you sold on Kelly coming here? Article yesterday said it was between UF and LSU now, and I doubt he is going to UF.

Maybe it could have gone down as a preferred walkon - but his recommitment to Vandy makes that a non-starter. The fact this didn't open up a little more leads me to believe the staff thinks they have Kelly in the bag.

With Carter announcing at 200pm, is it safe to say we will know by then whether he is coming here or not just strictly by the numbers, or does LSU just stay at 24 and keep a spot for him?

We may not be at 24 by then, either. But even if we are somehow at 24 or 25, Carter will be a part of this class if he wants in. Numbers mean nothing in regards to him committing.
