The statement was we could take 3-4 in state WR every year and be fine. According to your own math, the staff has taken 3 in state WR in the 2 years they have been here.

Being generous, that is 14 good-to-great college football contributors over 7 recruiting classes. And fewer than half even played for LSU.
Quinn, Johnson, Morgan, Coxie, Smith, Marshall, Chase, Jenkins, Palmer, Wicks, Boutte, Sheppard, Nabors, Thomas.
About 2 per class. And only about half of those 12 have played any NFL ball, and only 3 of those (not counting Nabors or Thomas yet) have been major contributors. About 1-1.5 per class.
Basically, your math (3-4 LA WR per year and no need to go OOS) just doesn't add up.
