I think that the strategy is: hold a spot on signing day for #26 (and maybe #25 and even #24), and if they choose other teams, then you have them available for transfers.
So, you don't really hold spots open for transfers -- it's more like holding spots open for late-deciding 5 stars, and then getting transfers if those guys go elsewhere.
