Of the ones you have listed, I’d go with the 14 seer Amana. Higher seer ratings are due to higher operating pressures and thinner metals in the coils….both of which make them prone to leakage when they get older.

Can I order a lower seer unit from somewhere up north? Does the law prohibit selling them down here or prohibit them being here at all?

Not 100% on this, but I believe you'd have to find a "on the side guy" to install a lower SEER than LA requires, or he could lose his license.
