I agree with this. Several years ago, a pest-control company suggested I have an anti-pest insulation blown in attic on top of old fiberglass insulation. The story was that the anti-pest stuff was expensive and dangerous and could only be installed by licensed exterminations. I declined. They have never tried that sale since.
Depending on the house's age and condition of the old insulation, the OP might want to remove the old and replace it with new material. It could be cellulose that loses it R value with time and supports mold when a nitrogen (rat urine) source gets added. In addition, rodents love to nest in it.

I’ve been through this a lot and made some bonehead mistakes.
1. Do not poison them. They will die in your attic and make your house unlivable until they are found and removed.
2. Do get those metal rat traps on Amazon. Get a lot of them so you can just throw them away with the dead rats unless you don’t mind peeling off dead rats. Bait with PB. It’ll be effective for several seasons.
3. Seal off any gaps around your roof where critters can get in. Usually there is space between soffit and shingles.

If you put a snap trap or glue trap in your attic with loose insulation make sure to either tie it down or nail/ staple it down. They flail around sometimes and they will fall into the insulation and it’s a damn mess to find them.
I like the glue traps with a smudge of peanut butter on the middle section in common routes like attic insulation routes. You can catch multiple on one trap without resetting it
Eta: i caught three young ones one time on one glue trap under a dishwasher, and two of them were still alive raising hell when I pulled it out. Not a pretty scene in a rental home with a lady and her kids
