I just had the thick underbrush in my yard mulched. Is there a pre-emergent that I can use to keep the vines and brush from coming back? The mulch is fairly thick is most places.

You referring to woody brush and vines as weeds within your landscape beds? No pre-emergent will control those. Need to cut them off at the base and paint the open wound of the stump/stem immediately stump and vine killer containing the herbicide trichlopyr. LINK. There are other brands of this herbicide other than Bonide.

Hardware stores, plant nurseries will carry this herbicide. Pre-emergents will work to control annual, and some perennial herbaceous weeds that produce seeds for reproduction. The mulch will help in the control of herbaceous weeds.

No landscape beds just thick growth underbrush that hasn't been cleared in decades. This is a fairly large area so was hoping for something I could spray.

Understood - then the Crossbow herbicide that Geauxtiga recommended should work for you - that product is a mixture of trichlopyr and 2,4-D herbicides which is sprayed on. Both herbicides are systemic, and translocated to the roots. I didn’t read the label on Crossbow herbicide but if if instructs you to mix a surfactant with it be sure to do so.
