Pre-emergent for a lawn that is still filling in some

Have mostly shade in my backyard. Got some st Augustine decently established but there are several areas that are still trying to fill in a bit. I will probably plant some plugs soon. Would it be advised to stay away from preemergent and just use post emergent spot treatment. Thanks

For the areas you plan to plug, yes I’d would avoid applying pre-emergents. It will tell you that on the label of pre-emergent products - to avoid applying it to a new sodded, plugged or sprigged lawn until such time that the turf grass is established.
