Fruit tree Mealy Bugs

I believe these are Mealy Bugs... They are on my orange and lemon tree. What do you guys recommend to permanently get rid of them? I spray them off with the water hose when I see them. Now the leaf's and bark in the areas where they are is starting to turn black.

Captain jacks dead bug brew I'm pretty sure kills them. It's good stuff and easy to find.
