How long does Celsius take to be rain proof?

Once it dries so really just depends on weather conditions.

Celsius will become rainfast approx. 4-6 hours application. For best results, be sure to mix in a surfactant like Non Ionic Surfactant for Herbicides.

I sprayed Celsius about a week ago with added some surfactant in the middle of the day with no rain in sight. About an hour and half later it rain about a half inch in 20 minutes. I checked today (10 days later) and I can see where the Celsius is killing the VBW I was after. Hope this helps.
