This tell me a lot.
First that your unit is undersized for current conditions in your house….i’ll bet anything it will cycle like it is supposed to when you get the house insulated and sealed.
Second, I totally agree with crawdude that the air dampers within your ducts need to be adjusted.
Get your insulation installed and then call the A/C company and tell them exactly what you have told us.
I didn’t read the whole thread, so you may have already installed the insulation.
