What's with the App Store pop ups on iPhone?

I get these mostly when on FB and trying to read some news article or another. I get told I've been"selected" to win this or that ridiculous prize or something. There is no way to clear it off or return to original screen or home screen without turning the entire phone off and then back on. I have an iPhone 6s.

I have used to ad block app when I was having the same issue on another site, but seems to work once this problem started surfacing with tigerdroppings on safari
