Not able to scroll using mouse on Chrome

Version 57.0.2987.110 (64-bit). Running Windows 10 PRO.
Only happening, as far as I can tell, on this web site.
If I copy and paste the forum topic that I am looking at into a new browser, I can then scroll again on this site using my mouse ... until it decides to stop working.
Have to rinse and repeat the process in order to continue viewing topics.
Any ideas?
