Do the admins keep files on posters J. Edgar Hoover style?

I remember a PM I got a few months ago telling me not to do something and that "I had already been warned" about it once.
That first warning was a long time before.
So I'm wondering do the admins have eidetic memories or is there a tracking system for undesirables?
