Warner said he wants a hand recount of the ballots in all six Fairhope races — the mayor’s race and five City Council seats. City Clerk Lisa Hanks, who ran the municipal election, said state law requires only that the ballots be counted the same way as they were originally.

The cost estimate for a recount includes delivering and retesting machines, electronic software and systems, and payment of a chief inspector and 12 election officials. The $4,100 must be paid in advance, in cash or by security bond, Hanks said.

"That’s not what I asked," Warner said. "I asked for a hand count."

Warner said he’s convinced that the election results are wrong because he conducted what he said was a scientific, random, door-to-door voter survey. The results of the election were inconsistent with the results of the survey, he maintains.
