Is English Turn public?

I thought it was private. We are in NO a bit and usually play Lakewood (I think is name. But further up the road was ET and we all thought it was private. Next time in New Orleans, will get a tee time at English turn.

Gray Plantation in Lake Charles is a nice course. The National in Westlake was nice too. Only played each of them once.
Oakbourne in Lafayette is nice as well as LeTriomphe (will be redoing greens in a few weeks).
Also in Lafayette are public courses that are nice: The Farm (Carencro), and the Wetlands (Lafayette City course).
