As irrationally pissed as I get at people who stubbornly refuse to let people play through, I have never hit down on anyone on purpose. Maybe on accident when I can’t see a cart due to a hill in the fairway. And I immediately go up and give the wave and “I’m sorry I didn’t see you”.

I’ll just stand on the tee box with a ball on a tee and my driver behind the ball to try to get my point across. But usually you can see the green or next tee and put 2 and 2 together on whether they are being held up or just playing slower than my group.
