Each AI leader was rated from 0 (MLK) to 255 (idiot John Bolton) for how warlike they were. Gandhi was a 1.
There was an event in the game that reduced every leader's rating by 2 if it happened. That put Gandhi at -1, which due to the way computers handle variables, is the same as 255.
Fans liked the glitch so much that the programmers intentionally kept Nuclear Gandhi.
