If someone doesn’t have internet, would a PS3 or PS4 be a better choice or does it matter?

Looking to get someone without internet a PlayStation mod with tons of games.
1. Does the lack of internet eliminate one of the two systems?
2. Does PS4 even have a mod? It seems that all of the mods I’m finding are PS3.

PS3 will probably be the better option with PS3HEN installed. but they're gonna need the discs in order to "rip" them to the HDD/SDD. you can probably find games to download online, but more than likely, they're going to be filled with viruses.
i'm not sure if there's any PS4 mods or not, but there probably will be down the road once it's no longer supported by sony. i would get a PS4 just because alot of the "good" games from PS3 were remastered for the PS4.

I would be purchasing a PS3 already modded and with games added.
Also, I noticed the ones that come with 2TB external hard drive and have around 160 or so games. Would that amount of games fill up the whole hard drive? I’m just asking because I have a modded Wii with like 600+ GameCube games. I’m guessing the PS3 games take up more space.

Nvm read question wrong. You should 100% def without a doubt buy a PS3. Almost no games from that platform is ever get a port to any other consoles or PC. PS4 games can almost all be played on more than just PS4 and will work on PS5 too.
Tbh I’d KILL for someone to dig out my ps3 and fix it so I could play the FF13 trilogy. I have them all in steam but theyre the worst ports ever except my LR.
