ESO for Xbox One - Imperial Edition Vs Explorers Pack

So I'm planning on getting ESO next week and seeing 2 versions are available. There's the Imperial Edition which gives you the ability to play as an Imperial, get a special horse and a couple of others things. I'm also the standard version which come with the the Explorers Pack, which allows the you to play as any race in any alliance and you get some bonus treasure maps.
Is there a way to get both of these? Or are they separate? Basically I trying to maximize my character creation options and get as much extra content as possible.

I've heard that they have made vast improvements over the launch version on PC. If not, don't worry about what you buy, you won't play it long. I will be on PS4 giving it a try since I had the PC version, I was able to buy the full PS4 version and move the lack of a character for 20 bucks.
