Does PS Now work different than GeForceNow?

I've used GeForce Now through my Shield pretty well for months now. Worked fine on few year old typical laptop as well.
Decided to try PS Now for PC on the laptop and connection lag was unplayable. Does it rely more on local hardware than GeForceNow?
Wanted to test it to try some games I can't use GeForceNow with so a bummer. Perhaps GamePass on Android TV will work better once officially released.

Best part about this is I play in my projector room and am about to upgrade the whole thing with a pretty expensive UST and screen so this is where I cut corners.

Appreciate the offer but if I build a gaming PC after the projector room upgrade while we take kid #2 home tomorrow that may not go over well.
