Why don't more restaurants have group order function?

Our office orders in for lunch meetings probably once a month and it is a pain in the arse to find places that have a group order function. Just share a link and everyone can add what they want to the order. 
. I hate doing any type of delivery service because they normally are screwing the restaurants and charging you $3 more per meal. Anyone know any Houston places that have this function?

Why would a restaurant internally develop an expensive app for something that already exists, doesn't cost them money, and is a small part of their business?

I guess it is more of a why doesn't their online ordering vendor have this function? I don't expect the restaurant to develop anything but they all use a vendor for their online ordering system.
