Just a guess, but corn tortillas are primarily used in tacos and enchiladas. Those dishes only require being folded over once or rolled. They are more fragile than flour tortillas and probably wouldn't stand up as well to the extra folding and manipulation required for dishes like Burritos and Fajitas.
