I make my own and use beef from Costco that is 88/12 lean to fat.
In the ground meat I'll add minced onion, bell pepper, celery, green onion, parsley, garlic, egg, Italian bread crumbs, Parmesan cheese and some Worcestershire sauce.
I roll them about cue ball size and bake them in the oven on a sheet pan at 375 degrees until they brown and firm up before putting them in the red gravy.
