It is but I think she was talking about something a little different.

For plenty of the meals we eat at home, most of the essential ingredients we already have. Dinner recently consisted of a good amount of items needed but I had a bunch of them already. So all we needed to buy was the protein, a veggie, and maybe 1 or 2 other things. I already had the olive oil, flour, sugar, spices, lemon juice, sesame oil, white wine, onions, etc. Without all those, the dinner would have cost $50. Instead it was $12.

Now I doubt we make the dish if we didnt have all that stuff but it was just an example. I think we do a combo of what is on sale and what recipes look good where we already have some of the items
