I was simply saying that while the whole world (including those in the path of this flood's projected destruction) should have learned that if a flood is anticipated residents of the area should leave, not everyone has learned that lesson.
I'm aware of the numbers and I agree with you

I agree, him being "rough around the edges" to borrow the phrase, was him trying to let people know how serious it is, there should be no thinking about it, they need to get out.
