It's kind of a pain in the arse. What are you trying to do? Take a video to gif? Or edit a gif?
There are online conversion websites for digital video to gif.
If you're trying to edit, I use photoshop. And I do it infrequently because you have to edit it frame by frame.

If you want quick and easy with video from your phone I use the app GIF Toaster.

Mostly just edit existing gifs. Like photoshop someone`s head in and stuff like that
