It was actually really simple. I downloaded a font from dafont.com called Cold Night for Alligators.

I used gimp to omit the 'why so serious', then put in the new font in a similar red color and skewed it a little so it looked hand written. After that all I did was airbrush a little black on the letters to match the original picture
