resolution help(SOLVED)

This picture was orginally a 3x5 and I would like to make this a 20 x 16 for their 50th wedding anniversary. Is this even possible? I tried to upload it and it said that the pixels or resolution needed to be better...

If the requirements for print needs to be adjusted, just let me know.

am I doing something wrong? I can't open it either? Thought it might be my work blocking it cuz I just get an error. But even if I open it on my ipad, it dosen't work

Thanks Ron. That's why I figured I was doing something wrong. I know Rattle doesn't troll.
However, I must be an idiot...I get 404 not found when I try and paste it in my browser. What am I missing? Sorry for all the trouble
