I'm trying to crop this pic in Paint.NET so that I can overlay the character into any picture.
The best I have gotten is this
It still has some red tint in areas since it's reflecting from a red background, so I guess the best I could do would be to outline it in black? How do I do that in Paint.NET? The Outline feature seems to cancel out everything BUT an outline =/ Also, should I be saving it as a gif or a jpg for what I'm wanting to do?

You are trying to mask an option and create a render. I discussed one way to do it the Fish Thread:
Mask an Object
Then you want to "feather" the object. It changes the objects outlying thread to transparent. I also discuss it in that stickied thread.
You are going to want to save it as PNG so it will save the transparent background. JPEG will dimish the resolution and fill all transparent pixels white. The JPEG file size will be smaller though.

You're welcome. Everyone has to start someone. I'm happy to help anyone willing to learn. If anything else comes up, post in that Fish board. I as well a few regulars check it often.
An unsolicited critique- do you see how the edges are now blurry? That likely means you feathered it a bit too deep. I usually try to keep it at 2 pixels blur depth. Of course, if you are going to resize it smaller, then it doesn't matter. You can't see the edges in your small render.
