Make a Photo a Painting in Photoshop

Good morning,
I have a photo that I'd like to convert to a 'painting' print as close to the work of James Dietz as possible. It's a military print that we'd like to hang in our office. Here's a link to Dietz's work:

Check out Topaz Lab filters. They have a whole assortment of great ones that you can pretty much change up anything color-wise.
I have all of them on my home computer unfortunately so can't preview for you here.
