Make GIF out of a NFL.com Video

I didn't know where else to go, if this needs to be moved to help board Admin please move.
So my friend is in this VIDEO from 15 seconds to 19 seconds. I was wondering if anyone could help me make a .gif out of it? Any help would be appreciated I tried to figure it out online but not much help because i don't have a downloaded version/don't know much about it.
