How are gif's created?

For instance, could someone make a gif out of the "Kirk Chop" arse-to-cranium double blow if they were so inclined?

Yea, if you're so inclined:
Make a separate layer for each frame in photoshop - combine the layers in an animated gif.

If I am making a quick .gif (like this one), I use a program called Video Avatar. It only allows you to do 10 frames per second, but it's not too bad.
I kept the .gif dimensions small so that it wouldn't take forever to load. I can make it bigger if you want.
If I need to make a gif that is much higher quality, and size of the file isn't an issue, I use ImageReady with Photoshop.

Seriously, I use Ulead Gif Animator, or Adobe Fireworks.
Photoshop for the easy ones.
